Health and safety prequalification paperwork for New Zealand contractors

SiteWise and Tōtika prequalification paperwork, written for you.

We write the health and safety evidence pack your assessor wants to see, you review and sign it, and we coach your team through the upload. Fixed prices in NZ dollars.

Independent private document service. Not a government, Site Safe or Tōtika website.

Fixed prices in NZ dollars, quoted before we start You review every document with tracked changes, then sign Assessor questions answered and revisions at no extra cost
How it works

Four steps and about twenty minutes of your time

You answer our questions once. We do the writing. Your own person presses submit, because that is how both schemes want it done, and we are on the call while they do it.

A 20-minute intake call or form

Tell us your trade, your headcount, who is asking and which scheme. We ask the questions the assessor will ask, and give you a fixed price in NZ dollars before anything starts.

We write the pack from your details

Health and safety policy, hazard and risk register, task analyses, training matrix, incident register, emergency plan, subcontractor controls. Each one written for your business, not a template with your name dropped in.

You review with tracked changes and sign

Every document comes to you as an editable Word file with tracked changes on, so you can see exactly what we wrote and why. You correct anything we got wrong, then sign and date it.

Your employee uploads it, we handle the questions

We walk your nominated person through the portal, section by section, in the order the assessor expects. If the assessor comes back with questions we draft the answers and revise the pack at no extra cost.

Who it is for

Subcontractors who have been asked for a prequal they do not have yet

It usually arrives as a line in a tender, a supplier onboarding email or a call from the main contractor's health and safety manager: get SiteWise, or get Tōtika, before the start date. The work is not hard. It is just long, and it lands on the person who already does everything else.

Trades and subcontractors

Electrical, plumbing and drainlaying, roofing, painting, scaffolding, civil and earthworks, landscaping, traffic management, cleaning and maintenance. One to fifty people, with the owner doing the paperwork at night.

Asked for by

Councils, Auckland Transport, Watercare, Wellington Water, NZTA Waka Kotahi, KiwiRail, Downer, Fulton Hogan, Fletcher, Naylor Love and other main contractors and asset owners who ask for SiteWise or Tōtika as a condition of getting on site.

Renewals and better grades

Already Amber or Green and a client now wants Gold? Lapsed and need it back before a job starts? We refresh the pack and the evidence list rather than starting from nothing.

Who does the writing

The Accreditation Desk is run by a qualified rail engineering technician (EngTech) who has written contractor accreditation packs for UK schemes since 2026. We started in the United Kingdom and this is our New Zealand service. We do not hold New Zealand qualifications or a HASANZ registration, which is one reason the submission itself stays with your employee. You deal with one person from the first email to the result, not a ticket queue.

The two schemes

SiteWise or Tōtika? Usually the client has already decided

Send us the wording your client used and we will tell you which one it means. If they said SiteWise, get SiteWise. If they said Tōtika, Impac PREQUAL, Avetta or Qualify365, it is Tōtika. If they said both, read on.

Scheme one

SiteWise

Site Safe's annual contractor assessment. Scored, graded Gold or Green, and renewed every year on your own account.

  • Level 3 for subcontractors, Level 2 for larger contractors
  • 12 scored sections, from hazard and risk register through to mental health
  • Green at 75%, Gold at 90%, Amber and Red below that
  • Three assessment attempts in your first year at Level 3
  • Site Safe aims to assess within 5 to 10 working days, with reassessment inside three months if needed
Scheme two

Tōtika

CHASNZ's cross-recognition scheme. One assessment by a member scheme, accepted by 30 or more buyers.

  • Member schemes: Impac PREQUAL, Avetta, Qualify365 (Safe365) and SHE PRE-Qual
  • Category S for sole traders, then Categories 1, 2 and 3 by size and risk
  • Each criterion scored 0 to 4, with 3 meaning meets
  • Category S and 1 results valid two years, Category 2 and 3 one year
  • Submitted by your employee or a HASANZ-registered consultant, under the Scheme Rules. We prepare and coach

Annual renewal refresh

NZ$290

Each year we re-date the policies, update the registers, refresh the training and insurance evidence and walk your person through the resubmission before it lapses. The scheme's renewal fee is paid by you directly to Site Safe or the member scheme.

Site-specific safety plan (SSSP) for a live job

from NZ$195

When a main contractor wants an SSSP before you start, we write it against their template or ours: site hazards, task analyses, emergency arrangements, named people and a sign-on sheet. The price depends on the job and is fixed before we start. No scheme fee applies.

Payment is by bank transfer on invoice: half on acceptance, half when the pack is delivered. No card payments. Prices are in New Zealand dollars. The service is supplied by TAD Compliance Ltd, a United Kingdom company; New Zealand GST is not charged. Scheme fees are never included in our price and are paid by you directly to Site Safe or the Tōtika member scheme. Your assessment score depends on your real records as well as the documents — we tell you up front which evidence only you can supply.

What we are not

We would rather tell you this up front than have you find out after you have paid. If you need any of the below, we will say so and point you to someone who does it.

  • The Accreditation Desk is an independent private service. We are not Site Safe, SiteWise, Tōtika, CHASNZ, Impac, Avetta, Safe365, SHE or WorkSafe New Zealand and we are not affiliated with them. You can apply to any scheme directly without using us.
  • We are not a health and safety consultancy, we are not on the HASANZ register, and we do not act as your health and safety adviser or carry out site inspections
  • We do not submit Tōtika applications in your name. Your employee submits, we prepare and coach, because that is what the Scheme Rules require
  • We do not invent evidence. If you have no toolbox records, no training records and no insurance, we cannot write them into existence
  • We do not issue certificates, grades, Site Safe passports or any training qualification
  • We cannot guarantee a grade. Your assessment score depends on your real records as well as the documents — we tell you up front which evidence only you can supply.
FAQs

Questions we expect to be asked

How long does it take?

We usually have the full pack ready for your review within five to seven working days of the intake call. Most people review and sign within a day or two, and your nominated person uploads it with us on a call. After that it is down to the scheme: Site Safe aims to turn a SiteWise assessment round in 5 to 10 working days, and the Tōtika member schemes work to similar windows.

What does the scheme itself cost?

SiteWise Level 3, the subcontractor level, is NZ$250 + GST a year with three assessment attempts in the first year, and Level 2 is NZ$795 + GST, both paid to Site Safe. Tōtika is paid to the member scheme you choose: indicatively Avetta charges NZ$198 per two years for Category S and NZ$398 for Category 1, Impac PREQUAL NZ$298 + GST per two years for Category S and NZ$598 + GST for Category 1, and Qualify365 starts from NZ$279. Those are published figures at the time of writing, they are paid by you directly to the scheme and they are not part of our price.

Who actually submits the application?

Your business does, on its own account, with us on the call. For SiteWise that is simply how the portal works. For Tōtika it is a rule: the Scheme Rules only accept submissions made by an employee of your business or by a consultant on the HASANZ register. We are not on that register, so we prepare everything and coach your employee through the submission. We do not submit in your name.

What happens if the assessor comes back with questions?

If your assessor comes back with questions, we revise the pack and you resubmit at no extra cost, as long as the information you gave us was accurate. We draft the answers, update the documents and your person resubmits.

Can you promise Gold, or a pass?

No, and be wary of anyone who does. Your assessment score depends on your real records as well as the documents — we tell you up front which evidence only you can supply. If your toolbox talks, training records, inspections and incident register from the last twelve months are in order, the documents are the rest, and we write those properly.

We already have some documents. Can you just fill the gaps?

Yes, and it is usually cheaper. Send us what you have and the scheme you are working towards. We will tell you what can be kept, what needs rewriting and what is missing, then quote for the gap only.

How do we pay?

Payment is by bank transfer on invoice: half on acceptance, half when the pack is delivered. No card payments. Prices are in New Zealand dollars. The service is supplied by TAD Compliance Ltd, a United Kingdom company; New Zealand GST is not charged. The scheme fee is separate and goes straight to Site Safe or the member scheme.

Where are you based and how do we talk?

We are in the United Kingdom and this is our New Zealand service. Call us on 09 873 5704 during New Zealand business hours, or email us and we reply within one New Zealand business day. The intake call is booked at a time that suits you, and the important parts are always confirmed in writing so nothing is lost between a call and a submission.

Are you part of Site Safe or CHASNZ?

No. The Accreditation Desk is an independent private service. We are not Site Safe, SiteWise, Tōtika, CHASNZ, Impac, Avetta, Safe365, SHE or WorkSafe New Zealand and we are not affiliated with them. You can apply to any scheme directly without using us.

Do you write SSSPs and other documents on their own?

Yes. A site-specific safety plan for a live job starts at NZ$195, and we also write hazard registers, task analyses and JSAs, toolbox talk packs and training matrices as one-offs. Tell us what the main contractor has asked for and we will quote.
